Our school board's Director said "Inclusion is not a place". Inclusion is a school culture, and it starts at the top. Whether the student's needs are best met in a SpEd classroom or not, in order for inclusion to truly happen, entire school systems and all school staff need to be better trained and educated. They set the example for students, and the entire staff team must work together to set the tone and lead by example.
