In this particular situation, no, however their need to get back inside and back to work once recess had ended likely reduced their ability to be skillful. I certainly agree that understaffing contributes to a lot of the problems.

Also underfunding leading to hiring untrained, inexperienced "local moms" (as was the case in this situation) to work in a paraprofessional position. We are in rural Manitoba, so it's even more difficult to get experienced, well-trained EAs to work out here.
