IMO the people who have most forgotten that learning is always happening are policy-makers, politicians, administrators, and sometimes teachers.

As for the "WHY" of school, it was actually created as a giant daycare to create workers so moms could go to work while dads were shipped off to war. Unfortunately, not much has changed in the past century.
